First Look at Trump’s FY 2019 Budget Proposal

The Trump Administration released its fiscal year (FY) 2019 budget request overview this morning that did not include the National Science Foundation (NSF) and provided scant details on other research programs.  While we wait on NSF and DOE budget specifics, I wanted to share USDA numbers.  As expected, the cuts proposed mirror that of the FY 2017 request.  Note that I am comparing the budget request numbers to the FY 2017 enacted levels, because FY 2018 bills have not been finalized.

 

    • Decrease for National Institute of Food and Agriculture (NIFA) overall providing $1.3B, compared to the FY 2017 enacted level of $1.5B
      • Specialty Crop Research Initiative would receive $80M, an increase compared to FY 2017 enacted level of $51M
      • Biomass Research and Development Initiative is proposed for elimination, the FY 2017 enacted level was $3M
      • Flat funding for AFRI at $375M compared to the FY 2017 enacted level
    • Decrease for Agricultural Research Service overall, providing $1B, compared to $1.29 FY 2017 enacted level:
      • New Products, which is now referred to in budget as the new “Product Quality/Value Added” program, would receive $65M, a decrease compared to the enacted level of $102M (also a reduction of 154 staff)
      • Crop Production would receive $205M, a decrease compared to the FY 2017 enacted level of $226M
      • Crop Protection would receive $155M, a decrease compared to the FY 2017 enacted level of $198M
